Certificate of Origin

The Singapore Manufacturing Federation (SMF) is an Authorised Organisation appointed by Singapore Customs to issue Ordinary Certificates of Origin (OCO). SMF Certificate of Origin Office (COO) also provides endorsement services for supporting trade documents.
What Is An Ordinary Certificate Of Origin

An Ordinary Certificate of Origin (OCO), also known as a non-preferential CO, is a trade document that helps to identify the origin of the goods. It is an optional document which you may wish to obtain for commercial reasons.

It may be required for:

Import clearance by overseas customs

Verification of origin

Commercial or banking purposes (e.g. Letters of Credit)

You may require an OCO if:

Your buyer or overseas partner requests it

The importing country requires proof of origin

You require proof of origin for commercial or banking purposes

In accordance with Singapore Customs Circular No. 07/2026, all applications for an Ordinary Certificate of Origin (OCO) must be submitted electronically from 1 August 2026 onwards.

Prepare Required Supporting Documents

  • ACRA Business Profile
  • Commercial Invoice
  • Cargo Clearance Permit

 

For goods declared to be of Singapore origin: 

  • Manufacturing Cost Statement (MCS) 
  • Manufacturing Process Flowchart 
  • Supporting documents to substantiate origin

Submit application

Applications must be submitted electronically via the eCO platform by CrimsonLogic.

Application Review

As an Authorised Organisation appointed by Singapore Customs, SMF reviews and processes applications in accordance with applicable Singapore Customs requirements and non-preferential Rules of Origin.

Certificate Issuance

The Ordinary Certificate of Origin will be issued upon approval.

Important Advisory

In accordance with Singapore Customs Circular No. 06/2025, accurate declaration of the “Country/Region of Origin” is required for all import, export and transhipment permits.

Singapore Customs Circular No. 10/2026 reminds all traders, warehouse operators and declaring agents to ensure the accuracy of information furnished in permit applications and trade documentation, and not to engage in activities that misrepresent the origin of goods. The Circular also highlights the penalties for making a false statement when applying for Certificates of Origin.
